Mesa 2 patch update 18022 for Windows 10

Patch update 18022 for Windows 10 was provided for a specific brand of the Mesa 2 platform only. It was not distributed generally. It was provided to change the power behavior of a custom expansion hardware.

This patch allows the exclusive alternative expansion Bluegiga WT41u long range Bluetooth 2.1 + EDR module to behave like the standard built-in Bluetooth through controls in Windows 10 without needing a separate utility to be running in the background as was required previously.
